I think I can do tumblr and blogspot for free, but it seems like it wants me to buy additionaly monthly hosting services for WP.

You shouldn’t have to unless they’re requiring you get more storage. My ISP, sonic.net, doesn’t charge extra for WordPress but doesn’t WP host blogs for free anyway?
