we are currently on Godaddy and thinking about moving to lunarpages. I don’t know if this test really means what I think it means but when I ping both godaddy and lunarpages, lunarpages comes back about 23ms and godaddy about 55ms. Does that mean lunarpages servers are faster/better? or does this all have to do with my distance to their physical servers and my internet connection?
we need a new dedicated server. Need help finding the fastest one. does a ping test help?

A ping may vary depending on traffic on your ISP and various other factors. It’s not a reliable method of determining whether one server is faster than another.
There are also other things to consider, besides just the network connection, for making such a determination.
