   Typically, you would purchase a reseller account. Webhost manager (CPanel) can make it fairly easy to do this.

   However, you’ll need to come up with your own method of collecting payment. If you’re pretty clever with PHP, you could create a site that collects payments through paypal and generates the account in WHM.

   Addendum:
   Oh. A file sharing site. You need a webhosting account, preferably a server farm, really, since you’ll be using up some bandwidth.

   Then, you need the scripts to make it happen… there might be a pre-fab script available, might check out http://www.hotscripts.com/.

   Or, you could make your own scripts. Learn about PHP, etc.

   Hey. I currently do reselling from such sites for free. What I do is register a domain or use a subdomain from them and sell. and make money.
